It is meant to price unskilled labor out of the market to protect skilled labor (frequently unions) from competition. Not as well intentioned as many think.

Protectionist, as always, at its core. It artificially picks winners and losers at everyone's expense, but mostly those poor who cannot compete and are driven out.
EDIT: Otherwise, why not make the minimum wage $25 an hour? Wouldn't that draw everyone in for great gobs of profitable laboring lumpy fun?
