We're probably about a decade away (or less in certain areas -- I believe "water sports" are already experiencing a comeback in certain *ahem* "bay" areas of California).

And as for the rest of the country all that will need to happen is for the electric power grid to go down -- the vast majority of Americans are relatively clueless about proper sanitation -- and the same majority are mechanically illiterate and incapable of fixing or returning to non-electric solutions to these things. (I doubr 1 in 100 people would even know how to build a privy).
