What I'm saying would not risk a single life. If it cannot fly safely to Boston the blimp organization needs to deflate it, put it on the back of a truck, take it to Boston, inflate it, tether it to the ground, and have a rally around it!

If the blimp cannot fly over Boston Harbor because of weather concerns on the 16th then it can certainly fly over Orlando and all of the theme parks -- the weather is beautiful here. The theme parks (Disney World, Sea World, and Universal Studios -- to name a few) are full of tourists from sun up to sun down. As you all know, people from all over the US come to Orlando. This could be an awesome introduction of Ron Paul to tourists and Florida residents. If you like the idea, please pass it on as plan "B" for the blimp.
If the blimp can't make it to Boston the project should be canceled. I don't see any other opportunity for it to get a MASSIVE burst of publicity from the start.
