I'd guess it's because you literally don't see him on TV or in print compared to the other candidates. It's almost as if he doesn't exist...

The mouth would indicate being silenced.
The eyes are covered to hide identity.
The concept is that the media is completely ignoring Ron Paul and are, thus, hiding his identity.
at least, that's my lame explanation
