That's the crux of it right there. It's not Joe the Plumber who knows what committee he's on, it's the Party Faithful, the ones who go to meetings and conventions and such. Thing is, the GOP activists who go to meetings and conventions and such influence the people around them to a high degree. Just from the undercurrents in the electorate alone a High-powered committee chair will have a higher reelection rate than a back bencher on account of the activists who DO pay attention and talk to others.

On top of all that is the establishmentarian bias you identified that will also influence a wide swath of voters.

I thought you were referring to average voters since you specifically mentioned voting. Campaign spots highlighting an incumbent's position/involvement with a committee that does unpopular things (NSA spying, eg) is a campaign angle I hadn't considered before. hmmmm.....might be some potential there.
