Well, he certainly doesn't have the credentials Wolfowitz does.

Not that Wolfowitz ever worked in a bank of any kind. Just that he spent years and years in the Defense Department. Clinton, on the other hand, only ever had anything at all to do with one war--ever. So, obviously Wolfie makes Billy look underqualified...
