1- "Oral statement" = Only available to 1st century believers, who could hear from the Apostles in person
2- "A letter of ours" = AKA, scripture, written by the Apostles for their contemporaries and posterity

Neither provides proof of apostolic succession, or that anybody other than the original Apostles had the authority to do either.
So given the unavailability of option 1, we are left with option 2---we go by scripture alone.
