Different electrodes yield different results (usually utilizing different procedures). That's a perfect Lincoln 5P electrode bead. Low hydrogen (E7018) is vertical up, 6 O'clock to 12 O'clock on schedule 40 or 80 pipe. 5P is performed vertical down.

Both those rods in DC reverse, by the way.

To me, that looks like a nice second pass with 6010. If given the ability to turn the pipe, I used to use a cover pass of Jetweld and it would be smooth as glass. Yeah, it get's hard to turn the pipe after a few lengths.
