If you look closely, you'll notice a tiny little plateau in or about the years 2016-2020, where regulations mostly didn't increase.
That was Trump's first term

New way to fund USG... hear me out. We fix CFR to precisely 10,000 pages in length. Each line has, say 90 characters, 30 lines per page -- 300,000 lines in all. Each line can be bought/sold on a blockchain that is 100% private/decentralized, just like Bitcoin (or even run as a protocol on top of Bitcoin). Nothing on a line can be enforced if it violates the US Constitution but, other than that, it can be whatever the owner writes in there (including blanks, if desired). All future commercial regulation is done through this mechanism rather than by vote of Congress, but all proceeds from the initial ICO auction, plus the spread on all future exchanges, goes to the Treasury. IRS is shuttered and no tariffs. Except on Canada. Tariff the crap out of Canada... (jk!)
