There is no such thing as "government". "The government" is an abstract concept.

To say that "the government" is the enemy, is the equivalent of saying that "the boogie man" is your enemy.

It is people who want to deprive you of your rights. It is people who want to exercise petty control to put you in cages.

And the worst offenders of these people? People who identify as the Left.

The "right" is not innocent, but as far as the field of battle against tyranny goes, the "left" is a target rich environment.

Well, you're absolutely right but Cox is speaking to the general public who use the word "government" that way. In fact, the best way to think of what government really is (IMO) is an unspoken alliance of private criminals whose interests all just happen to be aligned, similar to how the interests of the wolves in a wolf-pack all happen to be aligned with each other and against the sheep (being a sheep in this metaphor isn't bad, it's just being law-abiding and non-predatory).

The right (conservatives) is also a target-rich environment, but they wear different camouflage. I see right through that camouflage like transparent glass. So I end up seeing way more targets on the right than the left, which I try to ignore as much as possible (because I don't like feeling sick and everything I see/hear from the left just gives me nausea...)
