Why is the camera on the bottom half of the truck?

If they put it up higher, there would be a lot more visibility if there is any sort of downhill ledge that made it difficult to see cars up ahead, like the person driving the truck has.. Shorter cars are at a disadvantage in seeing oncoming traffic.

The camera is actually for reading license plates of the cars in front of the truck.
