Explain to the good people "jughandles"...how in NJ you have to go right to turn left.

I wouldn't mind them so much if you could rely upon them always being present; but its seems half the time you have stay in the middle and hedge your bets until the last second to know if you need to use a jughandle or simply turn left like the rest of the freaking world.

I think there is a circle on rt 70 in NJ. So Jersey has circles and jughandles.

There are a few on rt. 70. But the infamous marlton circle was finally removed a few years back and replaced with an overpass and has improved traffic immensely.
The old one was the result of series of long nights with grain alcohol on the part of the city planners:
