Best historic world leader

The best leader is someone we have never heard of, who history has forgotten, and whose people never whined enough to leave a chronical of their unhappiness.

2. I think the level of freedom offered under most American Presidents is better then most famous world leaders.


That being said I've always been fond of Cyrus the Great. Built a great empire, and was on first leaders to introduce the ideas of self government (relatively speaking) and religious freedom to empires/nations.
