I'm always unclear with this, because I think independents can choose to vote in either the Republican or Democratic primaries, they have to declare themselves at the polling station. New Jersey is a "semi-closed" primary state, because libertarians, green party, etc. cannot vote in Republican or Democratic primaries, whereas independents (or unaffiliated voters) can declare themselves at the polling station and vote in one of the party's primaries.
