I see this and it makes me wonder if the US wanted a strong Taliban out of fear of leaving a void for someone else to get their hands on Afghanistan, like China for example.
In that sense ( evaluating roles of puppets vs puppet masters), anything that Biden, Trump, Obama and other past prez did could be in same category and every debate then would be about decisions of deep pockets/deep state.
But even if the controversial narrative of Prez being 'public relationing officer of deep pockets' is accepted, they still have some influence.. some more than others.
Biden was supposed to execute US exit 3 months after taking office per the terms of deal Trump made. These arms supposedly were given to the '300,00 strong' US tax payers funded Afghan forces 'built and trained' over past 20 years (of lies) with the largest build up taking place during Obama's 8 years. There were only 2500 troops left there when Biden came to WH, it would be probaby unfair to expect him to fix and carry baggage of past 20 years lies and incompetence. Should he have in 3 months disarmed Afghan forces that 3 Presidemts before him "built" spending $3 Trillions? (putting aside 'git played/got played' aspect of this whole exercise for a moment)
As 90% of troops influx/outflux happened o Obama-Trump watch, much of weapons decision making also happened during their terms. Biden gets credit for ending the longest war as well as for lacking competence to bring a gracefulend to past 20 years incompetence and lies based story sold to public.
