I've told people this before. My in-laws live in Somerset and I do business over there. THE GOP HATES HAL! Just a few buddies still like him. The average voter can't stand him. Just no one is stepping up to challenge him in primary.

I think Hal got pushed by a reporter. He probably doesn't want to look "soft on drugs" and threw a quote out there to make them go away.

Plus it's a really bad idea for Hal to kneecap Rand since it's not in his interest. Hal is going to be the next Chairman of Appropriations when the GOP wins the house. With Mitch as Senate Majority Leader he's going to build himself some crazy stuff in his district. Missing that opportunity is too good for Hal to pass up.
