Actually.. the originator.. I think.. is described here:

It was written on June 5, 1948 by Stan Jones.

None of that has anything to do with the phrase "Negative, Ghost Rider", which is a Top Gun reference. Yes, I've heard Ghost Riders In The Sky many times.
LOL. They used that phrase in the old PBS show, "Ghost Writer," so I assumed it was originally from that. But you're probably right that it's from Top Gun originally.
