It's funny that some people think this is a "watch the vote" operation.
This is a "get out the vote" operation...
It just happens that the incentive is delivered via count-reporting.

This might be the best idea yet. I'd recommend that this plan (which could work in other states) be to RPF, what Superbrochures is to DP. The more money, the more votes.
 
So, this is effectively a get-out-the-vote operation masquerading as a report-the-vote operation and you are using fear of misreported results as well as cash prizes to motivate people to actually turn out and vote?

I just paypalled my bit.

These are regular GOTV calls - voter ID, then GOTV, but with the incentive twist. He calls a different set of numbers than the official campaign does. He hits a younger group, a group less likely to be registered, less likely to be on the campaigns lists. And I really like the incentive program.
 
Yep, a big win in Washington will change things on super Tuesday big time, and there are multiple states we will be contending for on super Tuesday. This is our big opportunity.

Randy Travis will not be able to stop us in Washington.

Nothing. But the reason why they are there is not actually to count the votes. It's a "14th caller wins the prize". But in order to be eligible to win the prize, 1) Ron Paul has to win the precinct, and 2) the person has to be there. That's why we're doing this to Get Out The Vote. What we want is for the people we call to go to the polls and bring their friends and all of them to vote for Ron Paul, so that they can increase their chances to win the prize.

Extra GOTV.

It's much more unlikely that they'll set up an elaborate process to get the data than it is that they'll just go there and vote for Ron Paul.

We will consider the speedy reporting of correct precinct vote tallies as proof of attendance.

However, verifying the vote tallies that contestants report could become a non-trivial issue. On Friday I called the WA GOP chairman's office and asked if they would be publishing an Excel spreadsheet with vote tallies by precinct like they did for the 2008 primary, and their answer was essentially "maybe". (In other words, we'll have to see how much fudging of the data is necessary to stop Ron Paul from winning before we decide how transparent we're going to be.) If they do, then determining winners will be pretty straightforward. I'll download the SMS messages from Google Voice, import them into an Excel spreadsheet and compare them to the published results.

Since there is no guarantee that they will publish precinct tallies online, we're going to require contestants to submit the name and phone number of their precinct chairman along with their vote tallies. We can then call up the county chairman to confirm that the name reported is in fact the precinct chairman, and then call the precinct chairman to confirm the tally (or the county chairman might do both). If we get bombarded with bogus reports, then this could become impractical.

If there is no way to verify vote tallies, then we will have to choose winners another way, which we will have to warn is a possibility ahead of time. We could randomly draw phone numbers from those who correctly reported their precinct chairman's name and phone number by some cut-off time (say 11am). This would make it likely that the winner at least attended their caucus. (I suppose people could cheat by calling around to get their precinct chairman's name and phone number ahead of time and then not show up. But anyone who goes through that trouble might as well just go vote for Ron Paul anyway to make it more likely they win the prize, since they have no guarantee that the contest will be decided by random drawing.)

If anyone has any more ideas about how to verify either vote tallies or attendance in case the WA GOP is uncooperative (which is more likely the better Ron Paul does), please share.

Depending on the amount of money available for prizes I think the awards should be as follows (just a quickly thought suggestion)

1. a $100 (or whatever) prize is given to any competitor who's precinct voted 40% or more for Ron Paul.
2. a $200 (or whatever) prize is given to any competitor who's precinct voted 51% or more for Ron Paul.

The idea is extra motivation for the individual to GOTV personally. Perhaps even "invest" in it.

3. a $1,000 prize to be given to a lottery winner or all contestants who's precincts were won by Ron Paul.
 
I got an idea! Just invite your non-political friends to "hang out" then bring them over to the caucus without telling them then reward them by lunch afterwards or other events:)

Take a picture? Smartphones usually have gps coordinates built in anyway.
 
Everyone planning on helping out with this project should visit the Washington State Republican Party Caucus FAQ page. I am guessing many, if not most, voters in WA do not realize there is not a primary this year.

Does any software (besides the government's) have the ability to decode the GPS locations from the photos? I'd imagine that date and time from the satellite are encoded as well.

That's an intriguing idea, but I don't think we want to add any hurdles to a contest that apparently seems overly challenging already.

True. Reading and printing out their FAQ is recommended in my instructions at WACaucusContest.com.

Ask them to make a motion: 'I make a motion that the straw vote be counted and the results announced one precinct at a time. And to shun any possible controversy 1-2 supporters of each candidate be allowed to standing at the time of the votes being tallied to confirm that the vote has been tallied accurately. Given the fiasco of Iowa, Nevada and especially Maine I think it is in the best interest of the Republican party, and also something we as voters who have taken our time to come here be told the results so that if the party does make a mistake somehow, we as voters being told the results can correct them."

The motion most likely will be passed. Just ask them to record (video/audio) this process and when the votes are announced. This will make it easy to 'verify'.

Here is a motion that worked in Maine. http://parocks.com/ronpaul/motions4up2.pdf . It's a motion to make the totals a part of the permanent record of the town, and to send the results to the county.
