Tongues have risen out of nations; as nations arose and grew more powerful, the number of languages has decreased because those nations enforced their language and culture upon the people of that area. In some cases, such as Korea, a new language was created by the state itself after the state already existed. If what you say were true, such policies and practices would never have been necessary.
