I would think even if US was totally at fault, they would be reluctant to accept responsibility.

Yeah. This is one of those cases where people like us won't believe what the Navy says while the 'Merica Firsters already "know" it was a terror attack.
 
Will all come down to timing...who did what, when.

Rules are going to have to change in regards to yielding the right of way to any and all American Military Vessels. If it were not for Russia hacking the election this would have never happened. I heard from reliable sources that this time the Philippines conspired with Russia and the Philippines were the ones responsible for the leak. Regardless the ocean is too small of a place to have this kind of stuff happening. I wonder how many small sailboats unknowingly get run over by military vessels each year.
I remember when we were refueling, and had the hose across from the tanker, a sailboat decided to sail between us. We had to hit the pelican hook and drop the cable and hose.
 
Among the many lingering questions that should be asked is why was the radar and communication system on the Fitzgerald turned off?

Waiting for the EMCON Condition the Fitz was operating under to be reported.

That's consistent with what I see on the AIS track.

If I had to fathom a guess, I'm thinking that was an "oh shit", last minute effort to avoid collision.

TOKYO, June 26 (Reuters) - A U.S. warship struck by a container vessel in Japanese waters failed to respond to warning signals or take evasive action before a collision that killed seven of its crew, according to a report of the incident by the Philippine cargo ship's captain.

Multiple U.S. and Japanese investigations are under way into how the guided missile destroyer USS Fitzgerald and the much larger ACX Crystal container ship collided in clear weather south of Tokyo Bay in the early hours of June 17.

In the first detailed account from one of those directly involved, the cargo ship's captain said the ACX Crystal had signalled with flashing lights after the Fitzgerald "suddenly" steamed on to a course to cross its path.

The container ship steered hard to starboard (right) to avoid the warship, but hit the Fitzgerald 10 minutes later at 1:30 a.m., according to a copy of Captain Ronald Advincula's report to Japanese ship owner Dainichi Investment Corporation that was seen by Reuters.
