Look at a real flag. The top row and bottom row have the same number of stars. In fact, I don't think I've seen a flag since they abandoned the circle of stars (EU, anyone?) that didn't have the same number in the top and bottom rows.

Its hard to count with his hand up in the upper corner, but just by looking at the pattern it looks like a 51 star flag. Notice there are 8 stars, not 6, in the final row.
