State conventions need to pass resolutions vowing to change the 2016 rules back. The 2012 changes only bind the 2016 convention up until the Rules are adopted. They CAN be changed from the floor or by stacking the Rules committee. Easier said than done but it must be a priority for state conventions to make attendees aware of the rule changes ASAP (start with 2015 conventions), so there can be organization ahead of the 2016 RNC to change them back. I don't think many state convention attendees are even aware of the new rules, since most of them don't go to the National Convention or even closely follow what happens during the National Convention.
