How could this work in today's world?

RP has said he would issue letters of m/r on Al Qaeda, but what exactly does this mean? Would he give them to the CIA, foreign mercenaries, Blackwater, contract killers? I am not trying to degrade, i personally dont care who whacks Bin Laden, but i would just like clarification.
