Unless we're talking about unbelievably shallow waters I highly doubt this. Also, these cables survived all this time with other shipping traffic...AND, you'd think they might of thought of the whole "anchor" thing when they laid the cables.

Since I've posted the above my torrent UL speed has fallen to less than 10KB a second. At many times it's even less than 5kb a second - sometime less than 1kb a second. I've been uploading torrents on this ISP for a while and never had an issue like this before. My usual torrent upload speed...
