Dr. Paul has talked about this before, but I think the terror scared public would like to hear this. If a Terrorist is State Sponsored, we convince congress to declare war. Let our generals make a plan, and go kick their asses in a week, and come home.
If an attack is not state sponsored, we place a disturbingly large bounty on the head of the perpetrators like the criminals they are. Imagine if we had placed a bounty of even a hundred million dollars on Osama Bin Laden. He would be dead, nearly 4000 American soldiers would still be alive, 20,000 more would still have all of their limbs, terrorists would know that if they mess with us, there will be an effective policy to follow, and we'd have saved a trillion or two not sending our brave troops to be policemen in someone elses civil war. We'd be a lot safer, and have a lot more respect around the world with a policy like this.
