What happened to shutting down the Highway Bill?

I thought Rand was going to do whatever it took to get his PP amendment onto the highway bill....well it looks like Cruz and Lee attempted to do his work for him.

Instead, it looks like Rand will play along with Mitch McConnell's failure theater. Defunding PP will not get 60 votes, and thus it will not pass.

This comes off, or is, very dishonest in my view.

Edit-I should clarify, instead of the Highway Bill, it looks like Rand is getting a standalone vote.

Yes. McConnell is abiding by the filibuster.

Rand, Lee, and Cruz all attempted to get an amendment attached to the highway bill, and they all failed.

In response, Cruz made a spectacle, while Rand got McConnell to agree to a standalone vote.
