Prior to Title 7 of the Civil Rights Act, it was irrational for a business to discriminate on the basis of race in hiring. It happened anyway, but the market ultimately trends away from irrational behavior, hence one of the main functions of the KKK was to intimidate businesses from integrating.
After Title 7, and related laws, discrimination in hiring based on race became rational. Given two otherwise identical job applicants, one black and one white, it is now rational for the employer to choose the white applicant because the black applicant carries potential cost exposure related to administrative actions and court actions that the white applicant does not carry. Given otherwise identical choices, the rational decision is to choose the one with less cost exposure. Racism made rational. Perhaps you have some other problems you would like government to solve for you?
