I'll be posting live updates as the House debates a lot of amendments.
It is my understanding that the debate on the bill will be an open rule...to be considered at 5 PM this evening (7/8/13).
Here are some links on FY 2014 Appropriations for Energy and Water:

The democrats are concerned about cuts to energy and infrastructure projects.
For one, what are they worried about in regards to energy projects? If there is a market demand for new energy sources, the projects will get funded. Cutting federal funds should also come with cutting regulations that discourages private innovation.
2nd- cuts in infrastructure? Dont like it dems? Then maybe you should start putting pressure on those who insist we build the infrastructures of countries we occupy. And like to send our money as "aid" to rich people in poor countries, who hate us anyways.
