This Week: House Considering Energy and Water Development Appropriations FY 2014!

I'll be posting live updates as the House debates a lot of amendments.

It is my understanding that the debate on the bill will be an open rule...to be considered at 5 PM this evening (7/8/13).

For one, what are they worried about in regards to energy projects? If there is a market demand for new energy sources, the projects will get funded. Cutting federal funds should also come with cutting regulations that discourages private innovation.

What's important to know from a liberty standpoint?

There will be a lot of amendments concerning cutting spending and the growth of government. There will also be amendments to end big government subsidies that are unconstitutional. Democrats are likely to seek to continue programs for "energy research"...ridiculous. But Republicans will also try to keep defense programs that are under the Department of Energy, some of which should be eliminated. It will be up to true conservatives/libertarian-Republicans to cut spending.

Moran (VA) Amendment: An amendment, offered by Mr. Moran, numbered 1 printed in the Congressional Record to strike section 107 of the bill which prohibits the use of funds to implement regulations pertaining to the definition of waters under the jurisdiction of the Federal Water Pollution Control Act. (LLPH Position: Lean NO)

Favor: Moran (D-VA), Dingell (D-MI), Kaptur (D-OH).
Oppose: Gibbs (R-OH), Simpson (R-ID), Culberson (R-TX), Valadao (R-CA), Kingston (R-GA).

There will be a recorded vote later on this evening.

Moran (VA): An amendment, offered by Mr. Moran, numbered 2 printed in the Congressional Record to strike section 112 for the bill. (Section 112 prohibits the Corps of Engineers from regulating and make a definition for "film material".) Lean NO.

Favor: Moran (D-VA), Dingell (D-MI), Kaptur (D-OH).
Against: Kingston (R-GA), Gibbs (R-OH), Capito (R-WV).

Noem (SD) Amendment: Page 15, Line 4 - Increases Water and Related Resources by $25 million (intended for rural water supply programs) and reduces Renewable Energy, Energy Reliability, and Efficiency and Departmental Administration by $15 million each.

Passed by voice vote. Pleased that $5 million is directed to deficit reduction through this amendment.

Hastings (R-WA) - Page 22, Line 5 - Decreases Renewable Energy, Energy Reliability, and Efficiency by $9.5 million and Departmental Adminstration by $20 million and increases Defense Environmental Cleanup by $22.5 million.

Pleased that $7 million is saved through this amendment. Adopted by Voice Vote.

Johnson (D-TX) Amdt: Johnson, E.B. (D-TX) - Page 22, Line 5 - Reduces Defense Environmental Cleanup by $1.65 billion while increasing Renewable Energy, Energy Reliability, and Efficiency ($992 million), Science ($430 million), and Advanced Research Projects Agency ($233 million). LLPH Position: Lean NO.

Strongly against because defense cleanup is necessary. The federal government went in and made areas dirty with a bunch of waste. It can be debated on whether $1.65 billion is necessary for clean-up, but we should not transfer this amount to unconstitutional programs that should be greatly reduced even more or even eliminated. This is a constitutional responsibility of the federal government to protect the people who live near this waste.
