I understand why the GOP is doing this, but I am leaning to being against it. Is it really necessary to use $4 BILLION to fund a government program?

What do you all think?
 
I think it needs to be REPEALED not salvaged by making it even more expensive when the problem with it is that it is WAY too expensive! AND makes health care much more unaffordable by encouraging costs to skyrocket in price.
