Look at this stagemaking.

They put the baby stroller on the street far from the strike but making you think they were victims..
and the two sneakers (implying the person died) neatly - NEATLY left paired beside it, obviously dropped there by a single hand.
There is a White Helmets type operation in Ukraine responsible for "documenting" Russia's war crimes.
Then they call in AP to take photos of their work.

Putin has said for quite some time now that if the US continues to escalate this, they will begin hitting decision making centers.
 
It's hard to say whether or not there actually are any civilian casualties from this strike (Ukraine lies, always),

but if there are, that's sad and regrettable.

But the difference between Ukraine and Russia, is that Russia is striking military targets and making an effort to avoid civilian casualties, whereas with Ukraine, the civilians are the target.

The fact:
The missiles struck the Officers' Club, converted into a temporary military accommodation facility under martial law. The missiles struck two wings of the building and the landing points are clearly visible in the pictures (https://t.me/ASupersharij/10122) from different angles. The central part of the building, where the hall for entertainment events is located, was not damaged.

Damage to the medical center, which the Ukrainian side has positioned as one of the targets of the attack, was caused by the spread (https://t.me/rybar/35526?single) of the blast wave and flying shrapnel. The building contained MRI and X-ray equipment. Combined with disinfectants, they caused a major fire. A direct hit would have left the medical center with no walls. Photos show bent metal structures and pieces of mineral wool, that most certainly were a factor in the fire, can be seen in the car park next to the building.

The first videos and photos (https://t.me/bbbreaking/129896) clearly show a big crowd of people in military uniforms (https://t.me/belvestnik/28042), including men armed with automatic rifles. This serves evidence that refutes the Ukrainian side's claim about the Officers' Club being used solely as a civilian facility.

The building housed the barracks of the Ukrainian Armed Forces and the Air Force command. Foreign mercenaries were also trained there. Journalist Oleksandr Stolyarov from Vinnytsia wrote about it. On his page in social networks, he asks a direct question (https://t.me/ASupersharij/10143) - why the Ukrainian media and Telegram channels write about the strikes in the medical center and consumer services center "Jubilee", but overlook the information about the direct hit in two wings of the House of Officers. And he wonders why the military infrastructure is located directly in the center of the city, populated by civilians.

As you say, its improbable that innocents were not killed. I just haven't seen much evidence if any at all that innocents were killed.

Let me put it this way, when children are killed in Donbass, I can usually point you to graphical proof (a video with a dead body) and 1st person testimonies from people who were there and videos of the grieving parents.

When children are killed in Kyiv or Vinnitsa or whatever, the only sources I can find to confirm that someone even died is a news anchor on CNN who simply says he's been told this or that without actually showing testimony from any of the victims.

As perhaps an explanation for the above, I happened to come across this telegram post from what I assume is a pro-Ukrainian Vinnytsia journalist.

Basically - it is prohibited to capture audio/video of an event such as Vinnitsya until many hours later. Which explains a shortage of the type of graphical proof I am looking for... but the reason for such a policy should be patently obvious of course.

1. Tell your employees that journalists have the right to work at the scene of events and tragedies! This is directly written in Article 26! There is also permission and recommendations from the Ministry of Defense!
2. Do not obstruct the work of journalists! There is criminal liability for this.
3. Journalists, like the police, doctors, rescuers - do their job!
4. It cannot be the case that "your" journalists can work, but others cannot.
