Sounds like a heavy-hitter with a lot of Hill experience, should be good for Kerry.

Any other background on this guy? Is he from the liberty movement?

It doesn't seem like it, he is Sam Brownback's former chief of staff (but don't read too much into that, it doesn't necessarily mean they are ideologically aligned). I wouldn't worry though, I think Kerry will vote his conscience. Having some muscle on his staff helps him gain influence, instead of being an irrelevant back-bench legislator.
