I'm bringing this up because I just found this out, and it doesn't seem to have been covered much or discussed here.
Here's an article on the subject, and here's a key passage from that article:

The bill also changes the state's Republican primary structure. It will move from a winner-take-all system, where a candidate who wins a majority of votes automatically receives all state delegates, to a system where candidates win a proportionate amount of delegates according to votes broken down by congressional districts.

You can find more info about the change here.

It's important we start spreading the news of this change now. I know there are a lot of Ron Paul supporters who were dormant or not campaigning seriously in NY in 2008 because they felt the odds were stacked against them. NY has traditionally been mainstream republican. This change allows us to win Ron Paul delegates from NY, even if we can't win the majority. If we get organized, it might even be possible to target certain districts which already have strong grassroots support.

We need to get the word out and start mobilizing. Find the meetup group appropriate for your area and if it isn't active, make it active.
