Rand Paul and Terrorism

I believe that George W. Bush caused ISIS to form by toppling the dictator Saadam in iraq. Radical islam will never be able to handle freedom and democracy. Bush 41 knew this, this is why he decided not to topple Saadam in the first gulf war. I believe Rand Paul knows this as well imo. When democrats and RINOS take out dictators like Gadaffi it allows the radicals to run free!
