I heard the Texas Delegates are already picked. Don't really understand this.

Texas has already had Senate District (County) conventions where delegates to the State convention were elected/picked. The State convention has not happened yet (happens in June 7-9) and the Texas primary election has not happened yet either (May 29). Whatever delegates are elected at the State convention will be bound by the results of the primary as things stand now. Ron needs at least 20% of the primary vote to get some bound delegates to the RNC as I understand it.
