It seems to me that his methodology revolves around talking down any real organised protest,
whilst otherwise ranting and raving against the administration (giving him an air of
being a supporter of public sentiment).

When anything tangible happens (such as a national organised protest), he switches gears
and talks it down, in this case largely by proxy.
