In a minarchy you would need the goverment for this kind of things. In a voluntarist or anarchich society the sea would be private property and any damage to someones property would be handled by court.

By the way, I find pathetic how this big government run by Obama is handling it.
 
The government is involved. They've sent a bunch of ships, supplies and personnel.

It is absolutely retarded to assume that the government could cap this leak any faster than anybody else. If it could be capped, it would already be capped. Obama would happily send swoop in and save the day if he could. (Seriously, who wouldn't?) He can't.

The US government is also involved by passing laws that limit the liability of the company when accidents like this happen.

The US government has a 2-way revolving door with the oil industry. People work for the government, then they accept positions in the industry, then they come back to the government - MMS is practically a subsidiary of big oil.

The British government is involved by having their pension fund heavily invested in the company.
