He says on Sept. 16, 2001, (5 days after 9/11 attacks) that he'd been planning for a "Homeland Security" agency back in March 2011.
He has wanted this bureaucratic Security Theater since before 9/11 ever happened. All he needed was an event to justify the Police State agenda.
