How can the Senate vote FIRST on an appropriations bill that didn't originate in the House?
Here is the opening to Article 1, section 7 of the Constitution:
[B]Section 7. All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills[/B].
Now, does that second part mean that the Senate has a Constitutional authority to do what they did today? Or is it all more smoke-and-mirrors?
I'm confused and miffed at the same time.
