Why would a COVID lab run by a shady Chinese company be operating in Reedly, CA in the central San Joaquin Valley? The lab, which was supposed to be an empty building, was discovered by Reedly city code enforcement officers when they saw a garden hose attached to the building and investigated.

Darren Fraser at the MidValley Times reported earlier this week that the building has been illegally operated since October 2022 by Wang Zhaolin of Prestige Biotech, and the lab was used to produce COVID-19 tests and pregnancy tests.

City of Reedley officials called in the Centers for Disease Control and Prevention (CDC), the FBI, the State Department of Toxic Substances Control (DTSC), the State Department of Health, the California Department of Public Health (CDPH) and the Fresno County Department of Public Health (FCDPH).

“Reedley officials and personnel from CDPH and FCDPH executed a warrant on March 16 to inspect the warehouse at 850 I Street,” MidValley Times reported. “According to a declaration from Humero Prado, Assistant Director of Fresno County Public Health, which was filed in superior court, investigators discovered that one room of the warehouse was used to produce COVID-19 and pregnancy tests. In other rooms, investigators found blood, tissue and other bodily fluid samples. They also found thousands of vials that contained unlabeled fluids.”...
 
Health Department Covers Up Illegal Lab in California

In mid-December 2022, Jesalyn Harper, a code enforcement officer for the city of Reedley, California, responded to a seemingly routine complaint about parked cars outside a run-down decades-old warehouse.

She got suspicious when she discovered a garden hose protruding through a rear wall, and a foul odor coming from a ventilation fan.

Inside, she was met by three Chinese women wearing lab coats, plastic gloves and surgical masks. The company, Universal Meditech Inc. — which was operating without a state license or other required permits — was reportedly manufacturing a wide variety of test kits, including pregnancy tests, ovulation tests, COVID-19 test kits and various drug tests. The company distributed the tests under the name Prestige Biotech Inc.

As reported by ABC News, when Harper conducted an impromptu inspection of the building, she found “dozens of refrigerators and ultralow-temperature freezers hooked to illegal wiring; vials of blood and jars of urine in shelves and plastic containers; and about 1,000 white lab mice being kept in crowded, soiled containers.”


Many of the mice were dead in their cages; others were in distress. The lab was later found to also be improperly storing at least 20 infectious agents, including E. coli, coronavirus, malaria, hepatitis B and C, dengue, chlamydia, herpes, rubella and HIV.


In broken English, the women told Harper the owner resided in China, and gave her a phone number and email address. Alarmed by what she’d found, Harper contacted Fresno County health officials and the FBI.

Investigators Claim There Was No Threat

Local, state and federal authorities all launched investigations, concluding there was no criminal activity going on at the lab, nor any evidence that the lab posed a threat to public health or national security.

The mice, said to have been genetically engineered to carry SARS-CoV-2, were inspected by a veterinarian associated with the Lawrence Berkeley National Laboratory.

According to the vet, the mice had not been exposed to any kind of experimentation. They’d only been used to grow SARS-CoV-2 antibodies. The owner of the business told the Fresno health department that the mice were used to confirm their COVID test worked.

In March 2023, Reedley officials took legal action to shut the lab down. Working with the city of Reedley, the Fresno County Department of Public Health first got a court-issued warrant to inspect the property, where they discovered hazardous materials, chemicals and medical waste.

Photos show rows of dirty freezers and bare floors covered in dirt. To think this dilapidated, dirty-beyond-belief facility was producing medical tests, which need to be produced in controlled, sterile surroundings, is just shocking.

As of July 7, 2023, all biological agents have been cleaned out and destroyed by the Fresno health department. The property has since been declared abandoned and will be torn down.

FDA Warning for Reedley Lab Tests Has Been Issued

August 11, 2023, the U.S. Food and Drug Administration issued a warning about several of the test kits produced in the Reedley lab. Universal Meditech has also issued a recall of tests that have already been sent to distributors, but not for tests that have already reached consumers.

The tests are known to have been sold online under the brand names of the following four distributors, and they may not have identified Universal Meditech as the manufacturer. The tests may also have been sold by other distributors (and hence under other brand names) as well:

2. Not content, Harper investigated further.

3. Things took an even more bizarre turn when several workers in lab coats who told her that they were Chinese nationals.
She found thousands of vials of biological substances. Many were unlabeled. Others were labeled in Mandarin or in code.

4. The city also found approximately 1,000 transgenic mice. Mice used for research of human disease, which biolab workers told her were, "genetically engineered to catch and carry the COVID-19 virus."

5. These mysterious and inexplicable discoveries spurred a nine-month effort by the city of Reedley to address the public health risk found in the warehouse.
And what they found was like sliding down an Alice in biohazard land rabbit hole of intrigue, espionage and terror.

6. Terrified by what they saw, local law enforcement attempted to contact the FBI and the CDC, but both federal agencies declined to investigate.
Yes. They refused to investigate a makeshift lab experimenting on mice and homebrewing God alone knows what.

7. Given the absolute disinterest shown by Federal authorities, local law enforcement reached out to their representative Jim Costa.
This finally galvanized CDC into some action and CDC finally visited the lab in May 2023.

8. The CDC reported the facility contained "at least 20 potentially infectious agents," including HIV, Tuberculosis, and the deadliest form of Malaria.

They found a host of "potentially infectious agents" and separated them into two subgroups: "risk group 2 and risk group 3."

9. "Risk group 2" is as a human disease which is rarely serious and represents a moderate risk to an individual but a low risk to the community."

"Risk group 3" is defined as pathogens "associated with serious or lethal human disease and represent a high risk to an individual.

10. The story gets even crazier. Despite the admitted risks, the CDC refused to further investigate what appeared to be pathogens or other biological samples in the unmarked containers in the biolab *despite city officials offering to pay for the testing*

11. The CDC summarized its findings in a three-page report, which stated that there was "no evidence of select agents or toxins" and had state and local authorities can go ahead and destroy evidence from the facility.

12. The CDC ordered local officials to eradicate approximately 140 tons of general waste, including complex laboratory equipment and 448 gallons of medical and biological waste barely giving them any guidance on how to go about doing it.

13. Local officials went ahead and began the work off removing the biological waste.
It was at this point local officials found a freezer labeled "Ebola" with silver-sealed bags.

14. The House Select Committee on the People’s Republic of China (PRC) became involved with this most bizarre investigation and recently announced its findings.

15. They found that the owner of the lab, Jia Bei Zhu, is a wanted fugitive from Canada and a Chinese citizen.
He'd previously stolen millions worth of intellectual property from American companies and was part of an ongoing transnational criminal enterprise with ties to the PRC.

16. Zhu went by a number of aliases, was arrested in October for "manufacturing and distributing misbranded medical devices in violation of the federal Food, Drug and Cosmetic Act (FDCA) and for making false statements to the Food and Drug Administration (FDA)."

17. Court documents allege that between December 2020 and March 2023, Zhu and others manufactured, imported, sold, and distributed hundreds of thousands of COVID-19 test kits, as well as tests for HIV, pregnancy and other conditions in the U.S. and China.

18. Mind you, this has nothing to do with Zhu's secret house of horrors lab doing unknown experiments on genetically modified mice and samples of HIV, COVID, Ebola, malaria and other sundry bioweapons.
They just wanted him to stop selling COVID and pregnancy test kits.

20. The CDC's refusal to test and order to destroy pathogens found at this secret lab make it impossible to fully assess the potential risks that the community was exposed to and if there are other such facilities around the country.
This is beyond egregious and unconscionable.

21. Nary a day goes by without the CDC acting as the marketing division of Big Pharma selling a cornucopia of vaccines on social media. The CDC director finds plenty time to peddle vaccines as a preventative against catastrophe.
But why didn't they investigate actual catastrophe?

Investigation into the Reedley Biolab

Chairman Mike Gallagher (R-WI) of the House Select Committee on the Chinese Communist Party unveiled a report on its investigation into the illegal People’s Republic of China-tied biolab discovered in Reedley, CA. The members were joined by Rep. Jim Costa (D-CA), whose district includes Reedley, CA, Former Speaker Kevin McCarthy (R-CA), Rep. Dan Newhouse (R-WA), and Rep. Neal Dunn (R-FL).

Reedley city officials Jesalyn Harper and Nicole Zieba joined the event remotely, sharing their experiences and first-hand knowledge on the discovery of the biolab in 2022, and the lack of a CDC response which prompted the Select Committee to issue a subpoena and launch a bipartisan investigation.

Ret. Colonel Robert P. Kaldec M.D., a biosecurity expert, discussed the national security and public health risks of this biolab operating illegally on U.S. soil.

Here's what the Committee found:

  • The illegal biolab was run by a PRC citizen who is a wanted fugitive from Canada with a $330 million Canadian dollar judgment against him for stealing American intellectual property.
  • This PRC citizen was a top official at a PRC-state-controlled company and had links to military-civil fusion entities.
  • The illegal biolab received millions of dollars in unexplained payments from PRC banks while running the illegal biolab.
  • The illegal biolab contained thousands of samples of labeled, unlabeled, and encoded potential pathogens, including HIV, malaria, tuberculosis, and Covid.
  • The illegal biolab also contained a freezer labeled “Ebola,” which contained unlabeled, sealed silver bags consistent with how the lab stored high risk biological materials. Ebola is a Select Agent with a lethality rate between 25-90%.
  • The biolab contained nearly a thousand transgenic mice, genetically engineered to mimic the human immune system. Lab workers said that the mice were designed “to catch and carry the COVID-19 virus.”
  • After local officials who discovered the lab sought help from the CDC and others, the CDC refused to test any of the samples.

EPA cleanup at illegal Reedley lab to finish sooner than expected

REEDLEY, Calif. (KFSN) -- EPA crews will spend far less time cleaning up the illegal Reedley lab than they planned for.

The team arrived on Monday to begin clearing out hazardous materials and continued that work Wednesday.

Moving trucks sat in front of the former illegal bio lab as teams packed them with chemicals from inside that needed to be removed and destroyed.

Most of the work is being done on the right side of the building, where, in December 2022, authorities found blood samples, nearly a thousand mice, and misbranded medical devices inside the building.

According to City Manager Nicole Zieba, there have been no surprises for the EPA team, so the work is going quicker than expected.

"All of the lab chemicals that the EPA has found have been very customary, standard lab chemicals, reagents, things of that nature," said Zieba. "Nothing hazardous, nothing that they would be alerted to as being unusual, and so that's helped the clean up go a lot faster than they expected."

The EPA had planned on spending two weeks on site but is now scheduled to complete its portion of the clean-up on Thursday.

'Shock after shock': A visit to China's secret biolab in California
Scripps News shows how a secret lab in central California was connected to the Chinese Communist Party.

...In November, a House committee released a report identifying the man behind the secret lab in Reedley as David He, who we had tried to contact months before. He was arrested this past October by federal agents in a sting operation for allegedly making false statements and misbranding medical devices. The House report claimed he entered the U.S. as a fugitive and his real name is Jiabei Zhu. The report said in the past he was convicted of stealing $240 million in U.S. intellectual property related to the cattle industry, all to benefit China’s Communist Party.

For Anna Puglisi, a former U.S. national counterintelligence officer for East Asia, the revelations about Zhu and his lab in Reedley weren’t surprising. The efforts of China’s Communist party, she told us, go way beyond traditional espionage and are deliberately carried out in more remote parts of this country.

“China looks beyond the national and they do look to the state and local. It's easier to operate,” she said. “We're not used to dealing with issues like this at the state and local level. And so it really requires a raising of awareness of how China is targeting different parts of our society.”

What China’s lab was targeting with so many dangerous pathogens remains a mystery, but Puglisi told Scripps News its purpose may have been to glean medical research.

“One of the policies that we've seen in place for several decades is called Serve in Place,” she said. “The whole idea [is] that you can serve the Chinese Communist Party without returning to China.” She said the U.S. system was set up to counter the Soviets, "things that are illegal, have direct military application, or involve intelligence officers — that doesn’t fit how China targets us."

This wouldn’t be the first time that Beijing has used the suburbs of California in this way. Scripps News has learned that in the early 2000s, Chinese researchers were assembling optical devices in the basements of homes there, and attempting to send them back to China in defiance of export bans.

Nearly a year after the lab in Reedley was busted, no one has determined that what happened here caused any harm. But for Jesalyn Harper, her chance discovery has opened her eyes and she believes Reedley should serve as a wake-up call for other towns in America.

“There is a really good possibility that there are other labs like this operating all over the United States,” Harper said. “And it's just no one has found them yet.”
