How we should see the ninth amendment
"The enumeration of certain rights shall not be construed to deny or disparge others retained by the people."
The people and individual people have the unenumerated right to disobey, abolish, or alter corrupt governments. Of course no corrupt government would admit such a thing which is the main reason the ninth amendment exists in the first place.
