Polish Foreign Minister, Radoslav Sikorski, has said that Warsaw agrees fully with the military operation in eastern Ukraine, RIA Novosti reports.

He believes the Kramatorsk offensive against “armed people” who “occupy airports” to be in line with the law.

Ukrainian authorities’ decision to begin a special armed operation in the eastern part of the country contradicts the Rada’s February decision to ban the use of force against protesters and the use of army troops for raids, deputy spokeswoman for the Russian Foreign Ministry, Maria Zakharova, wrote in her blog on the ‘Echo Moscow’ website.

Residents of the eastern Ukrainian city of Lugansk have stopped a convoy of armored vehicles of the Ukrainian army approaching the city, local channel Inter reported.

According to the report, at least six APCs and trucks with howitzers were heading to Lugansk from Dnepropetrovsk. Residents of Raygorodok village have reportedly blocked the convoy’s way and placed cars alongside the road, preventing the convoy from passing through.

Donetsk city activists reporting on live internet channels are calling for residents to urgently take to the city’s administration for a peaceful protest.

The calls were first prompted by reports of a convoy of army trucks and buses allegedly heading for Donetsk “through the fields,” avoiding main roads. Activists claim they are tailing the convoy but have made no attempts to block it.

Unconfirmed reports distributed through live streams and channels then said that Donetsk Mayor Aleksandr Lukyanchenko has announced an urgent session of the local parliament, which is going to decide on holding a regional referendum and on proclaiming Russia a “strategic partner.”

Moscow has urged international partners to condemn the Kiev government’s anti-constitutional actions in southeastern Ukraine, which it believes may lead to catastrophe.

We are deeply concerned over the military operation launched by the Ukrainian special forces with support by the army. There have already been victims,” the Russian Foreign Ministry said in a statement.

Russian diplomats called it a criminal offense for Ukraine to fight against its own people who demand that their lawful rights are provided.
Current events demonstrate persistent unwillingness of Kiev’s authorities to organize a dialogue with Ukrainian regions, which is necessary for the country,” the statement reads.

The Kiev delegation is not going to discuss Ukraine internal affairs at the upcoming Geneva four-party talks with the US, the EU, and Russia, Ukraine’s permanent representative to the UN, Yury Klimenko, told journalists, Interfax reported.

The major goal of the negotiations, which we plan to hold, is the de-escalation [of the conflict], and a search of ways to settle the situation,” he said.

He underlined, in particular, that Kiev will not discuss the federalization of Ukraine – which many activists in eastern Ukraine have been demanding.

We believe that Ukrainian regions should have more freedoms and the Ukrainian government is now committed to an idea of decentralization, but we are not talking about the federalization,” Klimenko said.

Ukraine's actions against anti-government protesters in the country's eastern region are justified because of the threat to law and order, the White House said on Tuesday.

White House spokesman John Carney praised the Kiev government for saying it intends to move forward gradually and responsibly with a military operation it begun on Tuesday against protesters in Russian-speaking eastern Ukraine.

"The Ukrainian government has the responsibility to provide law and order and these provocations in eastern Ukraine are creating a situation in which the government has to respond," Carney told reporters.

The United States continues to plan to participate in talks scheduled for Thursday between the Russian and Ukrainian governments, the United States and the European Union, Carney said.

"We are looking forward to this meeting on Thursday to see whether or not there is - the potential, anyway - for moving forward on diplomatic resolution," Carney said. (Reuters)

Hundreds of local residents supporting anti-government activists have headed to the airfield in Kramatorsk to blockade Ukrainian troops controlling the area, RIA Novosti reports. According to the agency, the people are mostly civilians carrying Russian and Donetsk flags, but some are also carrying firearms.

Donetsk region activists reporting on live internet channels say that the people have surrounded the airfield.

Russian President Vladimir Putin urged the UN and the international community to condemn Kiev’s “unconstitutional” actions in eastern Ukraine, the Kremlin’s press-service said in a statement.

“Vladimir Putin stressed that the Russian side is expecting the UN and the international community to condemn Kiev’s unconstitutional actions [in eastern Ukraine],” the statement read.

Putin spoke on the phone with UN Chief Ban Ki-Moon and discussed the escalating tensions in Ukraine prompted by Kiev’s security operation.

"The Secretary-General ... underlined that any deepening of the crisis would be profoundly detrimental for all concerned; hence the need for everyone to work to de-escalate the situation," Ban's press office said in a statement.

Ukrainian military vehicles have entered the streets of Kramatorsk, in the Donetsk region, Interfax cites local media as saying. Witnesses say around 300 Ukrainian troops are currently in the town.

Anti-government protesters in Ukraine’s eastern city of Kramatorsk are still blocking the exit from the airport, according to footage by RUPTLY video agency. Activists have been camping out in front of the airport gates.

Anti-government protesters have been holding rallies in the southeastern part of the country following the coup in Kiev on February 22. Activists have seized government buildings in most of the cities in the Donetsk region.

On Sunday, the Kiev government launched a crackdown operation in Slavyansk. Following the event, Ukraine’s Security Council approved a full-scale security operation in the country’s eastern regions. Moscow slammed Kiev’s order, saying it was “criminal.”

On Monday, Turchinov signed a decree to officially begin a “special anti-terrorist operation.”

The anti-Maidan movement against the Kiev coup-imposed government in the southern city of Odessa has called for protest action.

“From this day on, the Odessa region is declared the Odessa Popular Republic where the power belongs only to the people who live there. Tomorrow at 4pm [13:00 GMT] Odessa should be ground to a halt! Literally! Your task at the indicated time is to block the transport connections indicated on the map with your cars, pedestrians, go to the zebra crossings and stand there. Create as many traffic jams across the city as possible,” the Odessa Anti-Maidan movement website addressed the city’s residents.

Ukraine’s Ministry of Defense is taking steps to free two soldiers who were reportedly kidnapped by armed men in the eastern province of Lugansk.

“The Ministry of Defense is warning those parties who participated in this incident that their actions violate a number of articles in the Ukrainian Criminal Code,”
said a statement from the ministry. It added that the Ukrainian government is prepared to take harsh retaliatory action against those that attack the Ukrainian Armed Forces.

Anti-government protesters in eastern Ukraine have established control over the council building of the regional center of Donetsk, Interfax reported. Several armed men seized the building soon after the mayor Aleksandr Lukyanchenko conducted a meeting with representatives of the OSCE. There was no shooting as the men entered the headquarters and demanded all employees leave the building immediately. An unknown number of armed men wearing armbands reading ‘Oplot’ (Palladium) are controlling the first floor and the staircases of the administrative building. The council’s headquarters have not been cordoned off, so employees are free to leave, yet armed men wearing balaclavas are keeping guard at the corners of the facility.

Kramatorsk locals stop Ukrainian tanks, persuade soldiers to leave

When Ukrainian tanks entered downtown Kramatorsk as part of Kiev’s military operation against anti-government protesters in the east of the country, they were stopped in their tracks, surrounded by crowds of local residents.

One YouTube video of what happened next shows a woman coming to a soldier with the reproach: “You are the army, you must protect the people.

We are not going to shoot, we weren’t even going to,” is the soldier’s reply.

Similar conversations could be heard at each of several tanks which entered the city, with locals promising to defend their neighbors, in case the soldiers start a military operation.

Donetsk’s South-East Movement for Federalization has made a list of demands to the authorities in Kiev, reports Itar-Tass. Following the results of its first session, the group demanded a constitutional reform aimed at the federalization of the country, a pardon for anti-government protesters, a cancellation of the mobilization of forces, and an end to military operations in Ukraine. The gathering was chaired by presidential candidate Oleg Tsaryov.

Three people were injured after Ukrainian troops heading for Kramatorsk airfield in armored vehicles fired at a car attempting to block their way, RIA Novosti reports citing anti-government activists.

The incident took place near the village of Pchyolkino, south of Kramatorsk. The car was placed in the way of a convoy of an unknown number of vehicles, which then continued driving towards the airfield.

According to the activists, two people received leg injuries and a third one was shot in the shoulder. The wounded activists sought medical help.

Some 300 Ukrainian troops agreed to lay down their weapons and "go home" following negotiations in Slavyansk, Interfax reports, citing local self-defense activists.

"We managed to negotiate with them. About 300 military – only some of those who closed around the city – decided to lay down their arms and go home,"

a self-defense activist was quoted as saying.

Reports from the scene said that the locals would not allow the soldiers to take back the APCs, but they were allowed to keep their rifles. The people were cheering the troops.

The Donetsk Region has defined the questions to be put on the May 11 referendum, stated regional Councilor Irina Popova.

There will be just two of them:

1) Do you support the creation of an independent Donetsk Republic?
2) Of which state should a Donetsk Republic be part of: Ukraine or the Russian Federation?

The Central Election Commission of Donetsk Region has already been allocated a headquarters building next to the regional government administration and is currently forming the list of members.

Around 60 soldiers manning Ukrainian armored vehicles sent to Kramatorsk to carry out military operations against anti-government protesters have switched sides and joined the local self-defense forces, RIA Novosti reports, citing the self-defense forces.

We’ve seen here that these are neither separatists nor terrorists, but ordinary local residents, with whom we are not going to go into battle,” one of the defecting soldiers said.

All of the troops who decided to side with the self-defense forces come from Dnepropetrovsk, the next-door region to Donetsk.

Self-defense forces in Slavyansk say there’s fighting going on between their people and unknown gunmen at one of the check-points.

Unknown gunmen have arrived at one of the check-points from the side of the feed-stuff plant, where there’s the road to Izyum. They opened fire on peaceful observers at the checkpoint. A group of self-defense personnel have arrived to help the observers. Fighting is going on,” the self-defense forces coordinator told Interfax.

The Russian flags on Ukrainian Armored Personnel Carriers (APCs) were a stratagem, Kiev says. According to the acting head of the Batkivshchina Party, Sergey Sobolev, the Ukrainian military raised Russian flags on their vehicles on purpose, to fool the Donetsk region’s self-defense squads and thus be able to get into areas under the control of protesters.

Those were our military units using guerilla methods of intervention,” Sobolev said, citing the acting Defense Minister. “Very soon, in two to three hours this maneuver is going to be disclosed and you’ll understand that it was actually a breakthrough, which our units thus carried out.

Three more Ukrainian armored vehicles switched sides in the Donetsk Region, according to RIA Novosti. The vehicles came to the center of Slavyansk, took down their Ukrainian flags and handed their weapons to self-defense squads.

We decided not to be at war with the people and not to defend authorities like this,” members of the crews explained.

The mayor's office in the eastern Ukrainian city of Donetsk has not been seized by protesters and such reports could be a provocation, a spokesman for a local militia group told RIA Novosti.

NATO to intensify Baltic & Med. patrols due to Ukraine crisis - Rasmussen


NATO is strengthening its military presence in the Baltic and Mediterranean due to the escalation of the Ukrainian crisis. The organization is to deploy ships and intensified aerial patrols in the region.

At a meeting of the Euro-Atlantic Partnership Council in Brussels, NATO approved a number of measures to strengthen security in Eastern Europe in connection with the growing crisis in Ukraine.

“Our defense plans will be revised and strengthened,”said Anders Rasmussen, Secretary General of NATO, to press in Brussels.

US to send non-lethal aid to Ukraine

Previously, the US authorized a $1 billion loan guarantee to Ukraine and sent a shipment of about 30,000 ready-to-eat meals, but concerns of further involvement and assistance from the west have emerged in recent days as the standoff between forces in the east of the country continue to escalate.

"We ought to at least, for God's sake, give them some light weapons with which to defend themselves," US Senator John McCain (R-Arizona) said over the weekend.

Also on Wednesday, US State Department press secretary Marie Harf, told reporters that at the “top of the list” of US demands would be that Russia halts the alleged destabilising activities that Moscow has been blamed for bringing about in eastern Ukraine.

Russia’s Foreign Ministry responded by saying that “the US State Department is frantically gathering any speculation spread by the acting powers in Kiev in order to justify charges against Russia about inciting and even organizing disorder in south-east Ukraine.”

“Washington must recognize the catastrophic consequences of such reckless support for its Kiev charges,” Moscow said.
