(1) by striking “marihuana”; and

(2) by striking “tetrahydrocannabinols”.

Does anyone know anything about this Tom Garrett guy?

He was at the Freedom Caucus press conference and now he's the actual sponsor of this. Turns out he was elected this cycle. His foreign policy info on his site looks like a mixed bag, but he does start out with no nation building. He's someone to watch at least.
