Seems like the longstanding tradition of not condemning elected-in-chief while he is on foreign soil is no longer being followed by various candisdates:

Current Ohio Governor and Republican presidential hopeful John Kasich took a break from campaigning in Minnesota to weigh in on the terrorist attacks in Brussels Tuesday, and to slam President Obama for attending a baseball game in Cuba following the attacks, rather than cutting his trip short immediately and returning home. Kasich was so incensed, in fact, that he hit the President on the issue three separate times during his press availability, even making it the number one concern he relayed to reporters:
