If everyone is so stupid, and have been getting stupider and stupider by the generations, so much so that they don't know that water grows plants, how is it that they can keep the tatoos and scan system working? No one can fix anything, but the tattoo system never breaks but if it does, ever, they can get it up and running, seamlessly?

Generally the Idiocracy times seem better than today. It doesn't seem all that difficult to avoid being seen as unscannable. He got caught by accident, some random scan. There's a lot of prostitution, it's not a sex free zone. Getting out of jail seems particularly easy. It doesn't seem like the government officials are creating opposition movements and entrapping people who are encouraged to violence by the government, or anything like that. Gut feeling about Idiocracy times is that there easily could be people living off the grid. The government doesn't seem very capable of looking very hard for people in Idiocracy.
