Israeli spyware used to target phones of journalists and activists, investigation finds

  • Private Israeli spy software was used to hack dozens of smartphones that belonged to reporters, human rights activists and the fiancee of murdered Saudi journalist Jamal Khashoggi, according to an investigation by the Washington Post and 16 other news organizations.
  • The military-grade spyware was reportedly licensed by the Israeli spyware firm NSO Group.

Private Israeli spy software was used to hack dozens of smartphones that belonged to reporters, human rights activists, business executives and the fiancee of murdered Saudi journalist Jamal Khashoggi, according to a sweeping investigation by the Washington Post and 16 other news organizations.

The military-grade spyware was reportedly licensed by the Israeli spyware firm NSO Group. The investigation discovered that the hacked phones were on a list of more than 50,000 numbers based in countries known to surveil people.

The list of numbers were shared with the Post and other media organizations by Paris-based journalism nonprofit Hidden Stories and human rights group Amnesty International.

A Major Shift in US Media Coverage


There also appears to be a major diveregnce in media coverage of this story. Perhaps in part due to recent phenomenon of fracturing of so called "Israel lobby" and journalists of some prominent media outlets like WaPo, WSJ, NYT reportedly being among the targets of this spyware.

Google news has had this story as top news for couple of days and there is pretty extensive coverage in much of online US/UK/global media. Don't recall seeing such extensive coverage of a news story by online media in recent times.
One glaring exception appears to be online news aggregator "Drudge Report" (that had put itself on the map years ago when it broke Prez Bill Clinton-Monica Lewisnky romantic connection story minus the political blackmail/Israel connection aspects reported elsewhere later), it has zero mention so far of this exploding international news story.

Dubbed by many as the most sophisticated mobile surveillance tool available, Pegasus, developed by Israeli firm NSO Group, has once again become the centre of attention following the leaking of a list of some 50,000 phone numbers of alleged targets to Paris-based journalism non-profit Forbidden Stories and Amnesty International.

The list was shared with an international consortium of news outlets that include The Washington Post and The Guardian among several others. Security researchers have, reportedly, determined that attempts were made to install the spyware on, at least, 37 phones of journalists, businesspeople and activists.

What is NSO Group?

The NSO Group is an Israeli-based outfit set up by former Israeli intelligence officials, marketing surveillance software to government agencies. Reportedly founded in 2010, the firm first came to prominence when an Arab activist suspected his phone may have been compromised after receiving a suspicious message.
Since then, the NSO Group has been implicated in various lawsuits and reports, including the hacking of former Amazon CEO Jeff Bezos in 2019, and the mobile device of now-deceased journalist Jamal Khashoggi.
In 2019, the company attracted a lawsuit from Facebook which alleged that the Pegasus tool was employed to spy on several activists and journalists in India. At the time, Facebook-owned WhatsApp informed affected users via a message.

How Pegasus works

If Pegasus successfully infiltrates a target's phone, it can effectively turn it into a round-the-clock surveillance device. It gains access to messages sent or received and photos and can record phone conversations.

It is also able to commandeer the phone's camera and microphone. In some cases, it may even be able to gain access to GPS information, enabling the surveilling party to trace the movements of a target.
The earliest version of Pegasus, which came to light in 2016, infiltrated phones via a technique known as spear-phishing – where a text message or email was sent to a target that tricked him/her into clicking on a malicious link that granted the spyware permission to be installed on the target's mobile device.

But the NSO Group's capabilities have swelled since then, and the latest version of Pegasus can, reportedly, infiltrate a target's phone without the need for him/her to perform any action at all.

These zero-click attacks aim to exploit zero-day vulnerabilities in installed software or operating systems that developers or manufacturers are not in the know about. In the 2019 hack, the spyware exploited a 'zero-day bug in the WhatsApp application, that would see users receive a WhatsApp call and have the malicious code installed on their phone even if they didn't answer. Similarly, Apple's iMessage software has also fallen victim to Pegasus.

Claudio Guarnieri, the head of Amnesty International's Berlin-based Security Lab has also noted how the spyware has now grown so sophisticated that it may be able to evade even forensic analyses. “Things are becoming a lot more complicated for the targets to notice,” he said referring to the NSO Group's switch from using SMS-based phishing attacks to install Pegasus, to zero-click attacks.

If spear-phishing or zero-click exploits are not possible, Pegasus can also be installed using a wireless transceiver – also known as an IMSY catcher – placed near the target that mimics legitimate cellular towers and intercepts and manipulates mobile traffic across specific frequency bands.

Governments must impose a global moratorium on the international spyware trade or face a world in which no mobile phone is safe from state-sponsored hackers, Edward Snowden has warned in the wake of revelations about the clients of NSO Group.
Snowden, who in 2013 blew the whistle on the secret mass surveillance programmes of the US National Security Agency, described for-profit malware developers as “an industry that should not exist”.
He made the comments in an interview with the Guardian after the first revelations from the Pegasus project, a journalistic investigation by a consortium of international media organisations into the NSO Group and its clients.

NSO Group manufactures and sells to governments advanced spyware, branded as Pegasus, that can secretly infect a mobile phone and harvest its information. Emails, texts, contact books, location data, photos and videos can all be extracted, and a phone’s microphone and camera can be activated to covertly record the user.
The consortium analysed a leaked dataset of 50,000 phone numbers that, it is believed, were identified as belonging to persons of interest to NSO’s customers. Forensic analysis of a sample of the mobile phones found dozens of cases of successful and attempted Pegasus infections.
NSO Group says it takes ethical considerations seriously, is regulated by the export control regimes of Israel, Cyprus and Bulgaria and only sells to vetted government clients. But its customers have included repressive regimes, including Saudi Arabia, the United Arab Emirates and Azerbaijan.
Speaking in an interview with the Guardian, Snowden said the consortium’s findings illustrated how commercial malware had made it possible for repressive regimes to place vastly more people under the most invasive types of surveillance.

For traditional police operations to plant bugs or wiretap a suspect’s phone, law enforcement would need to “break into somebody’s house, or go to their car, or go to their office, and we’d like to think they’ll probably get a warrant”, he said.
But commercial spyware made it cost-efficient for targeted surveillance against vastly more people. “If they can do the same thing from a distance, with little cost and no risk, they begin to do it all the time, against everyone who’s even marginally of interest,” he said.

A member of the House of Lords is among more than 400 people whose UK mobile phone numbers appear in a leaked list of numbers identified by NSO Group’s client governments between 2017 and 2019, the Guardian can reveal.
The principal government responsible for selecting the UK numbers appears to be the United Arab Emirates, according to analysis of the data. The UAE is one of 40 countries that had access to the NSO spyware that is able to hack into and secretly take control of a mobile phone.
Dubai, the emirate city ruled by Sheikh Mohammed bin Rashid al-Maktoum, is also believed to have been an NSO client.

Hungarian Prime Minister Viktor Orban has been accused by the EU of flouting democracy with a series of laws seen as curtailing human rights and a free press.

Hungarian prosecutors have launched a probe into the alleged unlawful surveillance of critics of Prime Minister Viktor Orban as governments around the world continue to scramble to deal with the fallout from a scandal over the misuse of Israeli-made spyware.

A global-media consortium recently reported that spyware made by the Israel-based NSO Group may have been used to hack the smartphones of more than a dozen current or former world leaders, as well as hundreds of other officials, journalists, and rights activists worldwide.

The Budapest Regional Investigation Prosecutor's Office said on July 22 that it was launching an investigation after several complaints over allegations that local journalists and businessmen were spied on.
French President Emmanuel Macron called an urgent national-security meeting to weigh possible action after reports that his cellphone and those of government ministers may have been targeted by the Israeli-made Pegasus spyware.

The White House has raised concerns with top Israeli officials about allegations that spyware sold by Israeli surveillance company NSO Group has been used by governments around the world to monitor journalists and activists and – potentially – government officials with close ties to the US.

Seventeen journalists from seven countries who were listed as potential or actual victims of Pegasus spyware have filed complaints with prosecutors in Paris, against NSO Group and all other persons the investigation will identify. Their complaints complement the one Reporters Without Borders (RSF) and two journalists with French and Moroccan dual nationality already filed on 20 July. Barrack endorsed Donald Trump during the 2016 United States presidential election. He was a major fundraiser for Trump's campaign through the "Rebuilding America Now" Super PAC, which raised $23 million.
Barrack recommended that Trump hire Paul Manafort as his campaign manager. Barrack first met Manafort in the 1970s when they were both working for Saudis and living in Beirut; In 2007, Barrack had loaned Manafort $1.5 million to refinance a home in the Hamptons.

Kirkpatrick, who characterized this as a testament to Barrack's "unique place in the Trump world". On May 26, Barrack wrote to Otaiba to introduce Jared Kushner, and the two met later that month. On July 13, Barrack conveyed to Otaiba that Trump had removed from the Republican Party platform the plank calling for the release of the 28 pages of redacted information from the 9/11 report.[SUP][20][/SUP] On July 21, Barrack spoke at the 2016 Republican National Convention.

In September 2016, Barrack helped set up a meeting between Trump and the Emir of Qatar in Trump Tower, although, as Kilpatrick noted, none of the investments brought in from the gulf by Mr. Barrack's firm in the two years following that meeting came from Qatar. After Trump became president, Barrack continued to act as a middleman between him and Arab princes.
Barrack served as chairman of the committee overseeing the 2017 Trump inauguration, for which he raised over $100 million, doubling the previous record.
