It took me a while too. They're treating the candidates as commodities. So, the volume is probably the number of votes, and the price indicates what they're trading at or how populare they are. Right now it looks as though people are buying shares of "none of the above".
Personally, I think it would be more fun if they used names like "pork belly" or "crude oil" or BIGPHARM or INDWRCPX or LBT, but GIUL is pretty good.

I'm not sure if there would be any value to manipulating it, but your question reminded me of what I managed to accomplish in about 2 hours with several accounts trading 'stock' to myself in the 2004 election.
