Then when the crisis ended, a slight pullback occurred, but not back to the pre-crisis levels. So we achieved a new baseline of government that is larger than before.

The simple answer is because they can and should. If the government is going to tax us, we should take back every entitlement we qualify for.

The hard answer is that over regulation by the government has driven up the price of food making it unobtainable for lower income people, forcing them to rely on the government. It's a vicious cycle.
