To give credit where due, last DGP tried to put his drone policy, that killed/maimed thousands of civilians including children/women/men, in some sort of lockbox before leaving office. Now Trump has found the lockbox and trying to break open it.
This story cites Trump's desire to eliminate ISIS, incidentally Trump had called Obama "founder of ISIS" ( Trump: Barack Obama 'Is the Founder of ISIS' ).
The source has been implicated in fakenews in the past but this story seems to be legit and validated by other sources:

In his final months in office, President Barack Obama sought to lock in a structure and set of rules governing targeted killings and drone strikes so that the in*cred*ibly lethal tool would not be abused by his successors.
In his first six weeks in office, President Trump, who has made destroying the Islamic State his top foreign policy priority, has pressed to roll back some of those checks.
