The campaign needs to focus on winning South Carolina. Everyone who wins South Carolina goes on to win the Republican nomination. Saving funds for later contests is not an effective strategy - winning South Carolina will result in more donations.
Currently Ron Paul is not seen as a viable candidate, so even if people agree with him many will not vote for him. He is being ignored by the media and by other candidates. Run contrast/attack ads. Ron Paul's record and policies match up well against all candidates on the most important issues. Not responding to attack ads is the political suicide - they will respond and Ron Paul will be relevant.
Mitt Romney's have been ineffective because they have been too soft "both good men," mentioned weaknesses of Mitt's "both pro-life", and because Mitt is obviously inauthentic and his record shows it. If the ads aren't soft none of these factors will apply to Ron Paul and they will be effective.

Have doctor pic, and other good pics of Ron, have Huckabee smiling or chuckling when 50,000 abortions is shown, serious/resigned to fate when supporting supreme court is shown. Huck has that smiling folksy appeal that needs to be killed, associating it with smiling about abortion will do the trick.
