It's always encouraging to see proposed legislation such as this, tho I don't think it likely... bills like this usually die before they get to the floor.

Seeing how it has sat untouched since Feb 2017, seems unlikely. Congress is too busy cutting 14% tax discounts to repatriate overseas dollar assets to Apple to bother with something that actually helps small business.
